EUROPEAN PARLIAMENT 10 MARCH: AIRPORT SECURITY
REGISTRY
Action Taken
SUMMARY
1. The EP adopted by 107, 1,17 a resolution calling for a Community response to the airport security problem, whilst recognising that the protection of travellers from acts of terrorism was the primary responsibility of Member States. Commissioner Clinton Davis, however, had his doubts about the scope for EC legislation in this area. Text by bag.
DETAIL
2. Roux (French ERDA), for the EP's Transport Committee, introduced his motion calling on the Community to use all its powers under the Treaty to beat the scourge of international terrorism in the air. Speaking for the Socialists, Topmann (German) believed it was time for the Twelve to act together. Lalor (Irish ERDA) agreed. He deplored the tragic events of 1985, a very black year for air transport. Mr Lalor commended the practice at Dublin airport, where everyone, including visitors and spectators, was subjected to security checks on entry to the airport premises. There were additional checks on passengers in the normal way. This should be the practice throughout the Community. Pordea (French, European Right) welcomed the resolution and called for tighter control of immigration. He thought the EC should go further than the provisions of the Chicago Convention. Stevenson (UK, Soc) said there was considerable public concern about airport security but the EC had to be realistic about what could be done. He was concerned that the introduction of an EC- wide enforceable programme would create yet a further layer of
bureaucracy.
