Kwan, Ng, Wong & Associates - Architects and Engineers acting on behalf of the Canossian Missions.
28.2.86
(i) The change in landuse, brought about by the
tunnel and interchange in Quarry Bay, will be detrimental to the school environment.
(ii) Increased noise would rise to a level
unacceptable for learning activities at the College.
(iii) There will be adverse effects due to the
Mass Transit Railway which passes beneath the College.
Meeting between Government representatives, the Sisters of the Canossa College and Kwan, Ng, Wong & Associates was held on 12.3.86 to explain the scheme and its effects on the College.
(i) Previous proposals for PSPS and educational uses on the reclamation have been revised, taking into account the tunnel and interchange works, to provide substantial areas of open space. It is considered that this change 'will not be detrimental to the college functions.

(ii) Environmental studies show that traffic noise. levels will increase, mainly due to increased traffic on the Island Eastern Corridor. Measures will be incorporated in the project so that these values remain within the levels recommended by the Environment Chapter of the Hong Kong Planning Standards and Guidelines.
(iii) Any adverse effects caused by the railway works,
are covered by the provisions of the Mass Transit Railway (Land Resumption and Related Provisions) Ordinance. This is not considered to be a valid objection.
It is clear that the main concern regards disturbance to learning activities particularly during the construction period, and this will be closely monitored It is recommended that the objections be overruled.
