3.2.4

The peak hour traffic projections revealed that the CHT would be at capacity both northbound and southbound. The EHC would be full northbound in the morning and southbound in the evening, but 90% full in the opposite directions. The IEC was also projected to be at or around capacity.

3.2.5

From the point of view of traffic in the Quarry Bay area, these patterns provided reasonable forecasts of the maximum traffic flows that would be likely to occur.

Assessment of Options

Option A (No direct links between Taikoo Shing and the EHC)

3.3.1

Figure Nos. D.8 and D9 present a summary of the traffic flows for the morning and evening peak demands. Reserve capacities at junctions are shown in Table 3.3.

Both the general network results and detailed junction capacity calculations for the key junctions indicate that while most of the network is busy, no major wide-spread problems are forecast.

3.3.2

The intersection of Tai Hong Street with Shau Kei Wan Road (Junction No. 8) is projected to have negative reserve capacity in the evening peak. However, this overload can be eliminated by converting the three stage signal operation to two stage. This raises the reserve capacity to 27% and 25% for the morning and evening peaks respectively.

3.3.3

Negative reserve capacity is also projected for the closely spaced junctions at Kornhill of Road A with Road B and the King's Road flyover (Junction No. 7). However the proposed four stage control can be altered thereby giving the required capacity.
