inimise the noise levels, there would be public sympathy for the school. On the Kowloon side, the Cha Kwo Ling Villagers Fraternity Association and the affected tenants have lodged a number of petitions appealing against the decision to clear the structures as well as

level of the ex-gratia allowance. Some Cha Kwo Ling residents in the vicinity have also expressed concern over the environmental nuisances arising from the project. Notwithstanding local sentiments, it is expected that the general public in Eastern and Kwun Tong will welcome the construction of the Eastern Harbour Crossing which will improve significantly transport in the territory.

A press release will be issued to announce Members' decision. It will explain the measures that will be taken to reduce noise levels near the Canossa College and the environmental improvements that will be carried out for those affected residents.

(a)

Members will be asked to advise whether

the

objections to the scheme should be

rejected;

(b) under section

11(2)b of the Ordinance the

works and the use as described on Annex A should be authorised without modification;

(c) under section 11(3) of the Ordinance the Governor should exercise his discretion not to refer the plan, scheme and objections to the Town Planning Board for a report and

advice.

(The Director of Highways Department, Mr H.C. BEATON and the Government Engineer, Eastern Harbour Crossing, Mr J.M. TURNER, will attend before the Council for the discussion of this item.)
