The purpose of this memorandum is authorization of road works, and the use of those works, enable the construction of the Stewart Road
Road Footbridge proceed.
Background

The works form part of a project known as "Access to the Wan Chai Reclamation, Grade Separated Access Facilities". This is already in Category A of the Public Works Programme as 164TH. The project comprises the construction of grade separated flyovers from Fenwick Pier Street to Harcourt Road, from Gloucester Road to Tonnochy Road and from Hung Hing Road to Gloucester Road; seven footbridges at O'Brien Road, Fenwick Pier Street, Tonnochy Road, Stewart Road, Wan Shing Street, Wan Chai Ferry Pier and across a new seafront road; modifications to Fleming Road Flyover; new ground level roads including a seafront Road and an extension to Hung Hing Road; and modifications to the existing ground level road
road layout. With the exception of the Stewart Road Footbridge, the remainder of the project has been authorized under the Roads (Works, Use and Compensation) Ordinance early last year.

The Stewart Road Footbridge will provide additional pedestrian crossing capacity across
Gloucester
Road supplement the existing Tonnochy Road Footbridge which heavily used and has inadequate width to allow free pedestrian flow during peak periods.
