A spokesman for the Joint Conference for the Shelving of the Daya Bay Project, Fung Chi-wood, pointed out that the report was not convincing a far as the safety of the plant was concerned.
According to the SCM Post, the Government, while reproducing some excerpts from confidential documents such as the Lazard Brothers' report and the China Light financial paper, censored some vital data as expected.
It noted that some parts of the report were left blank. One of the most important items missing was the profit margin agreed between China Light and the Chinese government over the running of the nuclear power station.
The HK Standard said the Government report on Daya Bay revealed a stunning $16 billion difference in savings projections for HK consumers. It said that the mammoth difference in the Government report, compared with the savings projection by China Light, was culled from the Lazard Brothers' report.
Editorially, Ming Pao said that the conclusions made in the report were just as expected. The paper believed that after reading the report, HK people would probably ask why they had to support the Daya Bay project. This was because in the best assumptions, their benefit was only a relatively cheaper power supply, but if it came to the worst, they would have to risk the danger of a nuclear accident and higher power charges.
The HK Daily News was disappointed that the report did not contain sufficient information. However, the paper said that the report would help remove HK people's worries over the nuclear project.

The Express said that the report was lacking in new ideas and was purely for promoting the acceptance of the plant because the nuclear project was to go ahead anyway.
Sing Pao said that the report was convincing and indicated that the Government had full reason to support China Light's participation in the project.
Ching Po said that the report would help put HK people's hearts at ease over the project.
Wednesday, November 12: The Legco ad hoc group to monitor the Daya Bay plant decided at yesterday's meeting to ask the Chinese authorities to include HK representatives in the proposed advisory committee on the Daya Bay plant, the media reported.
