Mr.. Martin Lee, v.C.

January 9th 1986.

It is very bad for Hong Kong to have far too many Chinese from mainland China immigrating into Hong Kong, recently, when the Chinese

Government should make China good enough for Chinese to settle down.

happily in China. It is also very bad for Hong Kong that those current.

in Hong Kong leaders have not been doing a good job for Hong Kong. Yes, Hong Kong is changing. Changing for the worse. Soon, very soon, Hong Kong will become more or less like any other place in mainland China. As the

beauty of Hong Kong, is fading away, there is no point really to keep

Hong Kong as a Special Administrative Region after 1997.

I

Nevertheless, it is the practical problems which may make it im-

possible for the Chinese Government to keep its word. Furthermore, the point is that, indisputably, communism is incompatible with capitalism.

As long as the Chinese Government is to keep communism in mainland China,

capitalism in Hong Kong can only exist at the mercy of communism.

Do you expect capitalism in Hong Kong to go on when Hong Kong can

no longer do well enough to meet the Chinese Government's expectations ?

What I am trying to say is that you cannot rely on the credibili-

ty, in the hope, that the Chinese. Government may keep its word. It is

more important to take care of the practical problems first.

You do know jolly well,, 'words are but wind, but seeing's believ-

ing and there is no such thing as one country two systems in this world

except in the world of fantasy, unless the Chinese Government is willing

to keep its nands off and let Hong Kong alone now and after China regains

sovereignty.

Obviously, the Chinese Government can only let capitalism go on

in Hong Kong after 1997, on condition that people of Hong Kong can su-

cceed to meet its expectations. So, to cope with the practical pro-

blems, the current British Law together with the British administration

and so forth,, as mentioned above, ought to put in the Basic Law to main-

tain the stability and prosperity in Hong Kong.. Otherwise, miracles

must be needed indeed to save the situation.

The key issue is that this sort of arrangement, as mentioned above,

may be the best and the only way to protect and safeguard the interests.

of Hong Kong residents after 1997, Without the current British Law to-

gether with the British administration and so forth, as mentioned above,

all the other efforts, no matter how brilliant, may be futile to make

Hong Kong stable and prosperous, except leading Hong Kong to head for

self-destruction.. The reason is that Hong Kong was, is and will be bet-

ter off without the Chinese Government in Hong Kong. How can the Chinese

Government not to make a terrible mess of Hong Kong when the leaders in

mainland China cannot even appreciate that the devaluation of the Hong

Kong dollars is a result of a touch of the Chinese Government on Hong Kong, through the 1997 issue?
