very good thing for the Chinese Government to learn and practise British

Law. through Hong Kong and the United Kingdom. (In Hong Kong, it is.

vitally important and necessary to keep English as the official langua- gue in the legal world. In China, it is quite a different matter.)

After all, Hong Kong is entitled to be a Special Administrative

Region after China regains sovereignty because Hong Kong is British like and completely different from China in so many ways. Since Hong

kong is unique, therefore, Hong Kong must remain unique, in order to

be well qualified to be treated as a Special Administrative Region.

Under such circumstances, a Special Administrative Region, should actually

mean that Hong Kong is to continue to have British Law together with

British administration as Hong Kong has always been for more than a century. (Ta suit the Chinese Government's convenience to manipulate

Of course, Hong Kong must have improvement but must not have any

drastic change whatsoever.

The beauty of Hong Kong is that it is British like and reaching

out to the world outside.

To become localised and Chinese like is to Hong Kong's charac- teristic and speciality. Above all, it is to make Hong Kong go back- ward and become isolated in many ways..

But to become more British like is to go forward to become more

westernised and modernised to communicate with the world outside better

still.

To be up-to-date,, Hong Kong must take a step forward, not a

step backward, so as to put its feet down where it means to stand.

In reality, based on the facts and truth, British Law together

with the British aqministration in Hong Kong is the essence and inte- gral part of the spirit and strength to enable the hard working dyna- mic people of Hong Kong to be in a position to feel free to develop

their potentiality in order to make a success of Hong Kong.

However, owing to the influx of Chinese from mainland China

and in the absence of the British Law together with the British admins-

tration in Hong Kong, the Chinese Government is bound to have a tenden-

cy of making Hong Kong go backward and become chaotic like the traffic

in Beijing now-a-days. Not to mention that corruption, chaos, riots and horror may take the place of stability and prosperity in Hong Kong.
