On 20th September, we met Chinese Vice Premier, Mr LI
Peng. At that meeting, we reflected the various views and deep
concern of the Hong Kong people on the Daya Bay Nuclear Power
Project. We also raised with the Vice Premier their observations
concerning the economic aspect of the plant, further technical
support contract with EdF, and the setting up of an advisory committee on nuclear safety and regulation, with Hong Kong
people's participation. Mr LI'S answers were direct and
positive.

We
had
opportunity to visit, on 19th, the Chinese
Institute of Atomic Energy Research, and on 20th, the Research
Institute of Nuclear Energy Technology of Tsinghua University.
At the visits to the two institutions, we were introduced to some
of the research work done in China in the last 30 years in the
nuclear field. It
learnt that these two institutes produced
research data to support the work of the NNSA and trained
personnel who would in future work for the Daya Bay plant.

The following is an account of the discussions held
between us and the Chinese authorities in respect of the three
tasks we set out to do.
To reflect to the Chinese Government the deep concerns of the
Hong Kong people and the need to address and reduce such
concerns:-

We told Vice Premier Mr LI Peng, and other Chinese
officials they met at various occasions, that since the Chernobyl
accident in April this year, the people of Hong Kong had
developed weep concern and fear about the consequences of a
possible disastrous accident at Daya Bay.
