Installations Safety Management Regulations" approved by the State Council, China is implementing a nuclear safety licensing
system whereby construction and operation licences for nuclear installations are required for the construction and operation of nuclear power plants. Personnel operating nuclear installations
must be examined and assessed before they could obtain individual
licences. Assessment and approval of applications for licences
constitute one of the main duties of NNSA. The purpose is to
ensure that nuclear installations approved for construction and operation will conform to nuclear safety regulations and that their safe operation is guaranteed. Safety licences for nuclear installations are issued by the following stages :-
(1) Before construction commences, the operating unit
must submit an "Application for the Construction
of Nuclear Installations", "Preliminary Safety
Analysis Report" and
and other
other relevant information.
After these documents are duly examined and
approved, the authority concerned will issue a
"Nuclear Installation Construction Licence". It
is only after the issuance of this licence can
construction work commences.
