Nuclear Safety Guidelines - these are guidelines which
serve to illustrate or
illustrate or supplement the Nuclear Safety Regulations,
or used to provide recommended methods and procedures. If other methods and procedures were adopted instead of these guidelines, the nuclear plant must prove to NNSA that they are safe.
2. Standards and Rules
Standards, rules and criteria belong to the national system of technology standards. They are implemented according to national standards and classifications. Standards directly related to nuclear safety are compiled and approved by NNSA.

had been compiled and vetted but pending approval by the State Council for promulgation : "Nuclear Installations Safety Management Regulations".
