resources.

This has

resulted in an odd

reserves of energy

situation in which our country's economic centres are tilted

towards the east, while energy resource centres are biased

towards the west. Therefore, in line with the world trend in

energy development,

and the situation in our country's energy resources and transportation system, our country's energy policy will be as follows. While putting great effort to develop fire-

time and hydro-generated power, nuclear

nuclear energy will at the same

be developed with priority and by progressive steps. As a supplement to China's energy resources, nuclear energy will

used to solve energy shortage in the south-eastern coastal region, where industries are more developed, conventional energy is scanty, and transportation is tight, and lay the foundation

for further development of the region.

be

Our country has good conditions for developing nuclear

power.

First of all, we have more than thirty years of experience in nuclear industry, and have identified considerable amount of uranium ore reserves, which lays a necessary material

basis for developing nuclear energy.

On the production of

reactor fuel, we have established a relatively comprehensive reactor fuel cycle in respect of the extraction of uranium, ore enrichment, manufacture of fuel pellets and disposal of spent fuel, etc. Secondly, our country has had experience in the design, construction and operation of reactors. We have designed

and constructed more than ten production reactors, research

reactors and power reactors on our own, accumulating over 160 reactor years of experience

in operation and management. The Qinshan Nuclear Plant, of our country's own design, is currently

under construction. Thirdly, the research and manufacture of

nuclear installations, related equipment, and reactor metallurgy in our country have already had a certain level of development. As early as in the process of research and making of atomic
