reserves of oil and natural gas are limited, and, judging from the speed of present consumption, can only last for

decades. Hydro-electric power generation cannot be expected to

increase substantially, and the development of new sources of

energy is still in an experimental stage and of a very small scale. It will take several decades before they can be put to

practical application. In the near future, coal and nuclear

power are the largest exploitable energy sources, and coal

production will be limited by such restrictions as the

exploitable reserve, mining technology, transportation capacity,

environmental protection. Therefore, the use of nuclear

power generation has become the world trend for energy development. The position and function of nuclear energy will

become more and more important in the world's energy structure.

This historical trend of energy development will not change even

after the Three Mile Island accident in the USA and the Chernobyl

accident in the Soviet Union. Just as the Director General of

the International Atomic Energy Agency pointed out at a recent symposium to diagnose the accident at the Chernobyl Nuclear Power Station, the world has reached the point of no return in the

development of nuclear energy.

huge amount of energy resources will be needed for

our country's four modernization programme. The question of

energy resources is a priority issue which will affect the progress of the four modernization to a great extent. As we all

know, even though our country has rich reserves of energy

resources, their geographical distribution is rather uneven.

Close to 80% of the nation's known coal reserves are in the

north; northern China has 60% but the eight provinces in southern

China has only 28. 70% of hydro-electric power sources are

spread out in the south-west. Eastern China, north-eastern China

and central-south China together have only 15% of the country's
