From an organisational point of view, NNSA authorities

consider that it will be more effective to carry out its

inspection work by setting up regional inspection offices. As

mentioned before, two such offices have been established in

Shanghai and Quangdong for the Qinshan and Daya Bay nuclear power plants respectively.

(E) Nuclear Safety Research

80.

Officials of the NNSA told us that nuclear safety

research has become one of the most important technological

research items in China's Seventh Five-Year-Plan. This

indicates that fund allocation for nuclear safety research will

be accorded with priority. Up to now, good

good progress has been

achieved in the following areas :-

(a)

software system for nuclear safety analysis;

(b)

probability safety assessment;

(c)

training simulators for operation staff;

(d) inspection technology; and

(e) protection against radiation and emergency

planning.
