On-site Inspection and Enforcement of Safety Regulations

The aim of this is to ensure that nuclear power plants are up to the stipulated safety standards from construction to decommissioning. The "Safety Management of Nuclear Installations Regulations" requires that NNSA should send permanent resident inspection

teams to each nuclear power plant to inspect and

ensure that the construction and operation of the plant is up to

laid-down safety standards. The work of the inspection teams is

to ensure:

(a) that the

information supplied by the operating

units are accurate;

that the construction is in accordance with the

approved design and specifications;

(c)

that

the safety requirements on quality

assurance are met;

(d)

that the construction and operation of the plant

meet the requirements laid down in the

construction and operation licences;

(e)

that the operation staff are competent in the safe operation of the plant and in the execution of emergency planning.

The NNSA authorities recognise that as China is

beginning to develop its nuclear power industry, stringent inspection on the quality assurance of nuclear power plants is of paramount importance. The Chinese authorities are fully aware that this could only be achieved through strict adherence to the safety regulations.
