At Our request for an assurance that the future level

of electricity charges to the Hong Kong consumers should not be

higher than the tariff charged by the Hong Kong utility companies for coal-generated power, the Chinese authorities confirmed that China had already fully taken into account

into account the interest of Hong

Kong people and entered into a guaranteed price agreement for the Hong Kong consumers for the first 6 years. Thereafter, it was expected that Hong Kong's policy for public utility charges operational costs plus a reasonable profit margin

contractual obligations. As to the price in 13 years' time (i.e. 7 years of construction and 6 years of guaranteed price period),

it would not be possible to make an accurate estimation.

However, the Chinese authorities generally believed that nuclear power should be cheaper than coal-fired power after the first 6 years of operation.
