as a series of specific observations which in our view would have

relevance to

to the Daya Bay nuclear power plant in the event that the project is to go ahead.

It should perhaps be

stressed that the delegations fully recognize the deep concern of the people of Hong Kong over

safety features of the Daya Bay plant as well as management and operational aspects of the plant. Nevertheless, the delegation Members also recognize that the decision to build or not to build a nuclear power plant at Daya Bay lies within the jurisdiction of the Chinese government.

If such a plant is built at Daya Bay, the delegations

commend to the Chinese government and the GNP JVC for consideration 30 observations regarding the design and construction of the plant; accidents and emergency planning, central management; plant management and training; environmental safety; international arrangements; public education and information; and economic aspects.

The delegations also commend to the Hong Kong Government and HKNIC nine observations relating to contingency planning; cross boundary agreements; public information; advisory committee; IAEA membership; and Atomic Industry Forum membership.

To put

into proper context the delegations' Report, it would be helpful to note the terms of reference of the delegations which we re unanimously agreed by all attending Unofficial Councillors at their in-house meeting on July 11.
