Appendix Licensing of PWR's in the United Kingdom
In the United Kingdom the responsibility for the preparation of the safety case for the construction and operation of nuclear power stations rests with the utility. The Nuclear Installations Inspectorate review this safety case in detail and advise on any changes necessary before issuing the appropriate licences. The NII does not publish detailed sets of rules and regulations. However, to act as guidance, it has established and published a series of general principles by which it undertakes its reviews. In particular, it emphasises the need for all potential fault sequences to be examined. Where the consequences of such fault sequences, in respect of the release of radioactive material, would exceed the prescribed limits then additional safety protection systems or barriers are required. The number and extent of these safety features depends on the expected frequency of the particular fault sequence and its expected consequence.
In 1977 the NII pubished a study of the generic safety aspects of the PWR. They concluded that there was no fundamental reason for regarding safety as an obstacle to the introduction of the PWR into the U.K. They did however identify a number of uncertainties which would need to be resolved during a more detailed review of any specific design of PWR put forward for licensing
in the U.K.
