Future nuclear programme
The MNI had indicated that China's nuclear programme was still set to achieve some 5,000 MW installed capacity by the year 2000, apart from Daya Bay based on indiginous technology. This meant MNI would be producing 5 or 6 600MW stations in that period. The first, a 600 unit, would be installed along side the 300 MW unit at Qinshan.
GEC TG had been invited by the Harbin Generating Factory and the relevant technology corporation to discuss co-operation. Abrahams had therefore, singed some MOU last week in Harbin. The background appeared to be that Harbin (which has a license agreement with Westinghouse for 600 MW generators, and Shanghai, a similar license for 300 units) will be competing for MNI's requirements for conventional islands for the planned nuclear programme. Harbin wished to demonstrate in this competition that they had good collaboration arrangements with overseas firms.
(e) GEC/CLB/MCI countertrade deal
The proposal put by Bob Davidson to Li Peng in UK in June that GEC would provide two stations, one on soft loan terms and one as a JV paid for by CLP purchases of Chinese coal, appears to have attracted favourable response in Peking. The Ministry of Coal Industry are very keen to supply CLP and other ministries keen on the general idea. The location of any such stations has not been fixed. Abrahams will be discussing the CLP coal purchase proposal in Hong Kong next week.
