4. The draft minute is largely self-explanatory” Since earlier submission anxieties in Hong kong over the Daya Bay project has continued to mount. Opposition has been voiced in numerous editorials in the English language and Chinese language press. UMELCO members have responded to this by

taking an increasingly aggressive line.
