At lunch today Burt Levin (USC

hard the idea that the Chinese might be prepared to

change their plan. He did not source this idea but

it was fairly clear to me that he had been talking,

as we have, to NCNA. It is not to be excluded that

they have shown him more of their hand. He would be prepared to lay at least some money on everyone ending up with a large conventional plant. He thought however and again this matches what we have heard

from NCNA that this result would require some active cooperation from the HKG.

Commonwealth colleagues at lunch did not

have a lot to contribute although they have all been

watching the saga. However, the Australian C-G was inclined to lay money the other way: she did not see the Chinese easily being driven off a nuclear plant

for wider reasons. at Daya Bay
