We would see advantage in the visit to China by UKAEA being portrayed as part of a process begun before Chernobyl in their appointment as safety advisers to HKG and not as a reflex reaction to satisfy public opinion.

It is desirable for there to be little publicity ahead of the visit in order not to create pressure for an early public state- ment on its results. This could prove embarrassing if the team found that large improvements were required.

Consideration

is also required of the amount of detail which we would subsequently be prepared to make public.

Other expertise

UKAEA may feel that the involvement of others in their team would be an advantage eg. personnel from the Nuclear Installations Inspectorate could be of assistance. We should ask UKAEA if there are any other organisations that it would be useful to involve in the visit.
