Relationship to current UKAEA remit
The remit for the current consultancy being carried out by UKAEA for HKG is to advise on the methods and requirements of the monitoring programme and help in assessing the probabilities of reactor accidents and any radiological consequences for Hong Kong.
The consultancy appears to be based on certain assumptions about quality control during construction of the station, and operating standards once it is in operation. The UKAEA team to visit China must not be constrained by the assumptions of the HKG consultancy and must be able to test the assumptions to the full. Should the team discover any discrepancies with their previous assumptions, it is suggested these should be reported to HKG and the two parties should then decide what additional work, if any, is required for the HKG consultancy.

Lines of reporting and payment
The benefits of the visit can be expected to be:
better understanding of the current state of Chinese nuclear safety policy and organisations;

assessment of their adequacy;
expert evidence to support expressions of confidence by HMG/HKG in Chinese capabilities;

recommendations for action by HMG with the Chinese/ French authorities to improve the position, in order to reach position (c);
e. recommendations for further elaboration of studies currently being carried out by HKG, if necessary.
Thus both HMG and HKG can be expected to benefit from the study. It is proposed that the report should be addressed to both Governments and that both should contribute to its cost. The cost of any additional work for HKG as a result of the visit's findings should be borne by HKG.

Publicity and presentation
As we understand, the current HKG consultancy makes assumptions on quality control and operating standards and does not provide for an assessment of the actual state of affairs in China. This is a gap which the proposed visit could usefully fill.
