HONG KONG, MACAU AND THE GATT

1.

At at meeting with the Under Secretary for European (External) Affairs, Dra Teresa Moura, I took the opportunity to mention our intention to make a joint declaration with the Chinese to the Director General of the GATT. Dra Moura was unsighted on the subject and unaware of our Ambassador's call on her Secretary of State, Dr Vitor Martins. However, after consulting with colleagues, she was able to confirm that, at official level, the planned declarations would not cause any problems for Portugal.

2. On Macau, Dra Moura was unable to say what timescale the Portuguese Government had in mind for reversion to China. She was certain, however, that the eventual agreement would allow Macau to remain within the GATT.
