Dear Robert

CHINA AND THE GATT

Our reference

Date 5 December 1985

1. You may like to have, for the record, a copy of the statement made by Mr Qui Wenmin, Head of the Chinese delegation, at last week's meeting of Contracting Parties which announced their intention of applying "in due course" for "the resumption of China's membership in the GATT". This statement was greeted with marked enthusiasm from China's near geographical neighbours, Australia, Japan and New Zealand.

2. In the immediate aftermath of CPS several delegations have mentioned this subject as being one which will pose considerable difficulties. Whilst there is nothing new about that, of course, it seems apparent that this is an issue still to be addressed by many delegations. My US and Canadian colleagues indicated that preparation of positions was now being urgently pursued in their respective capitals.

Yours
