state-trading status. While we are prepared to acquiesce
in Chinese membership on such terms, we could not
for chinese accession
therefore match the marked enthusiasm (displayed by the
Australians at the November Contracting Parties' meeting
(Dell's letter to Madelin of 5 December refers).

I am copying this letter to Alan Montgomery, who will
be better able to judge whether such an approach should
be made to the Australian mission in Geneva. If his, and
your feelings are that it would be better to speak in
Canberra, we can certainly instruct the High Commission
along the above lines.
