Speaking Note

Proposed Security Arrangements to be adopted in undertaking flood control

works on the Shenzhen River

The Hong Kong side wishes to propose certain security

arrangements, required as a result of the Shenzhen river flood

control project, to the Shenzhen authorities for consideration.

Lok Ma Chau and Liu Pok, follows from the agreement in principle made between Shenzhen and Hong Kong to regulate the Shenzhen River. This was contained in the agreement on opening up new links between the two sides signed in April 1982.

The Working Group on Shenzhen River Controls Flood Control

Sub-group has been meeting regularly to discuss the jointly funded project and much progress has been made.

4. On several occasions in the past the question of security arrangements has been discussed informally by members of the Sub-group. We think that the time is now appropriate for these arrangements to be more firmly agreed.

It is agreed that:

(a)

the boundary between Hong Kong and Shenzhen (that is the Highwater mark on the North Bank of the existing river course) will remain unaffected by the

new course of the Shenzhen river.

It is proposed that:

each side will retain the right to patrol up to the boundary between Hong Kong and Shenzhen before, during and after the river is realigned; implicit in this is the right to cross the river after realignment in order to reach any area(s) of its territory that may lie on the far bank of the new river course; where the realigned river course is north of the existing river course (and boundary), the Hong Kong authorities will erect a four strand barbed wire fence along the southern bank of the existing river course. This will signify the line to which our security forces will patrol.
