Practically speaking, the earlier plan would have been the simpler option. It would have obviated the need for either side to patrol (albeit rarely) land on the other side of the river with all the problems and inconvenience this would entail. It would also have avoided the problem of how to prevent the Chinese from using the piece of Hong Kong land at Liu Pok. The land will no longer be separated from the PRC by the river and could thus prove to be a land management nightmare.
