HONG KONG INDUSTRIAL DEVELOPMENT BOARD FOR NORTHERN IRELAND
I am replying to your letter of 22 July in David Chesterton's absence on sick leave.
We too saw Holloway's telegram of 24 June (INDUS 54), and immediately contacted both IBB and IDB. IDB responded in the terms of the attached telex and it appears that their comments have provided the necessary reassurance to Holloway. In particular IDB has no intention of mounting a high profile publicity exercise.
The IDB is aware of the sensitivities which prevail in Hong Kong and they will not undertake any activity which might create political difficulties. While IDB has an independent Chairman and Board it is at the executive level part of the Department of Economic Development in Northern Ireland. As such it is well-attuned to the political dimension of issues and I know that the IDB representative in Hong Kong has been briefed not to adopt too obtrusive a profile.
At the same time, Hong Kong is a potentially valuable source of new investment and the IDB quite properly wishes to explain the attractions of Northern Ireland as an investment location to any industrialists wishing to invest in Europe. The IDB intend to do this through the development of contacts with companies and without any major publicity campaigns.
