triendly) was repeated at Government House.

Main points:
(a) The need to seek middle ground in relation to the
forthcoming GATT Round. In particular:
(i)
(ii)
the need to achieve something on Rollback;
the need to do something about agriculture; at present the US and EC were attacking each other at the expense of the LDC's;
was
(iii) the admissibility, if there was progress on
the other aspects, of Services as a GATT Round subject, although the Brazilians were awkward
particularly on informatics.

(b) I 1 briefed on implementation of the Joint
Declaration. Iglesias expressed admiration for
the achievement.
(c)
He stressed the common features between our two economies: Uruguay too was small but open. Uruguay had a certain access not only to the Brazilian and Argentian markets but also, hopefully, to the US. He sought more Hong Kong investment in Uruguay e.g. in the form of joint ventures. I said that Hong Kong manufacturers were adventurous and there were no bars on the export of capital. But would he kindly note that
a Government we disapproved of reported arrangements by some Latin American countries
