WaXuegian said that, on behalf of the Chinese Government, he would like to extend a warm welcome to Mr Renton on his first visit to China. He asked whether the meeting which had just been concluded between Vice-Minister Zhou Nan and Mr Renton had covered all the topics which Mr Renton wished to raise.

2. Mr Renton said that their talks had been useful and constructive and covered a wide range of subjects. He had discussed the question of an internal security force with Zhou Nan in much detail, and had informed him that Her Majesty's Government had decided that there was no place for such a force in Hong Kong. Instead, HMG had decided to expand the police force and increase the use of voluntary organisations such as the auxiliary police force, auxiliary medical service and civil aid service. An announcement would be made about this at an appropriate time. Mr Renton said that he knew that Wu had raised this question with the Secretary of State at their meeting in June 1985, and wished to take this opportunity to transmit HMG's decision.

3. Wu said that he was grateful to HMG for the positive attitude they had adopted in dealing with this question.

a further example of the cooperative attitude of HMG after the signature of the Joint Declaration in December 1984. He had a feeling that Sino-British cooperation over future developments in Hong Kong would continue, and that cooperation in other fields such as trade and culture would also expand. Furthermore, the forthcoming visit of The Queen to China was major event not only for Britain, but also for China.

Mr Renton said that the Secretary of State had asked him to pass on his warmest regards to Wu, and to say that he looked forward to meeting him again in the autumn when he would accompany The Queen to China. He was also looking forward to the visit by General-Secretary Hu Yaobang to London in June and hoped that this would further develop Sino-British relations.
