Soviets for their base at Cam Ranh Bay is continued material assistance to the Vietnamese whose aim is effectively to turn Laos and Cambodia into quiet satellites. The only likelihood of this changing lies in the superpowers, China and USSR, mutually agreeing that it should. It would be right for us periodically to remind the USSR of how strongly we disapprove of the support for the Vietnamese invasion.
18. I was well looked after by the Governor in Hong Kong and by the Consul General in Shanghai (who seemed in good form) and by our Ambassadors in Peking and Bangkok.
