India. I understand that a further visit to India would have your support.
If it takes place in the first half of 1987, the Minister could give support for
UK bids in connection with the Punjab railway coach factory. There are also UK
export interests in the ports and airports sectors. Subject to your views, and those of OT2 and FCO/SAD, we would suggest a visit by Mr Mitchell in the Easter
Recess.
FAR EAST
4. (a) Japan. I understand that a further visit would have OT2 support, in view of possible opportunities in the railways sector (arising from the splitting up
of JNR) and aircraft sales. A visit to Japan could also facilitate exchanges
on bilateral transport policies and practices. We would envisage a visit by the
Secretary of State in the Summer Recess.
(B) Hong Kong. A visit could be linked with Japan. As you know, the territory is a good showcase for the UK railway/metro industry and there are always matters of transport policy interest which can usefully be discussed.
(c) China. The Secretary of State has included China in a list of places he
would like to visit. However, I am not sure there are sufficient grounds for
another visit so soon after that undertaken by Nicholas Ridley in September 1985.
As you know, were are arranging a ports mission to China in May of next year and
Lord Brabazon (PUSS) has expressed his willingness to lead it, but we would be
interested to have your views and those of OT2 and FCO/FED.
MIDDLE EAST
5. I am not sure of much that could justify a visit. However, I would be grateful for your views, and those of OT4, on whether there would be any merit
in a visit to one or two countries in the region.
