because the BN (0) passport is only a travel document. People can also hold foreign passports issued by countries like the United States and Japan. But these people cannot hold the SAR passport. The freedom of travel must be maintained after 1997 to ensure the same convenience

In the enjoyed by people on business trips and tours at present. future, people holding CIs, BN(0) passports, SAR passports or foreign passports can enter HK freely at any time. The Chinese Government will, before 1997, discuss with foreign countries bilateral arrangements for waiving visa requirements to facilitate travel by HK people overseas.

The delegation of experts has collected many views during its visit in HK. It will take Mr Lu quite a long time to "digest" them, and to compile them into a report for discussion at the BLDC meeting in April. He thought that the views he heard in HK are mostly concrete and and will be beneficial to discussions on the outline and structure of

the Basic Law.
