Annex I

Illegal Immigration

During the visit opportunity was taken to

advise the Chinese side on the illegal immigration problem. The Commissioner of Police commented upon the recent increase in the number of illegal immigrants entering Hong Kong through the SEZ.

This was reinforced by briefings and a tour of the Border area and Marine launch trip during which both DD Ops and RC Marine described the problem and its implications on policing Hong Kong.

Mr. LIU Wen commented that many illegal immigrants left China for an easy life but he noted that Hong Kong was not the paradise they thought because people have to work. hard here. He explained that this subject came under the control of a Management Group in China and a Special Control Group within PSB was directly responsible for such matters. He undertook to inform these bodies of the problems Hong Kong is facing. In joking tone he said "On my return to China I will persuade the illegal immigrants not to come to Hong Kong as there are so many people here already."

During final discussions Mr. LIU Wen reiterated his intention to bring the matter to official attention in Beijing and commented that both governments had an interest in preventing illegal immigrants from entering Hong Kong.
