Assistance Sought From

Royal Hong Kong Police

The Chinese side expressed appreciation for assistance already rendered by the RHKPF and stated that as part of their programme for modernisation of Chinese police forces it was necessary to seek assistance from abroad. The close proximity to Hong Kong and the links already established made this an appropriate source of such assistance.

Traffic

Mr. LIU Wen reported that members of the Traffic Study Group which came to Hong Kong in July were impressed by what they had seen and were very grateful for the opportunity to learn modern traffic policing methods.

He explained that a delegation of 6 Beijing traffic officers would attend the International Road Safety Conference in Hong Kong at the end of November 1985 and would appreciate a similar programme. This was arranged before the end of the visit and Interpol China has recently informed us that the visit, in line with our proposed programme, will take place between 2nd 4th December 1985.

Immigration

Commissioner of Police explained that if the Chinese side still wished to study immigration matters he would pass the request to the Hong Kong Immigration Department. The Chinese side requested the Hong Kong side to follow this up on their behalf and agreed to send details of immigration topics in which they had an interest.

Riot and Civil Control

The Chinese side stated that it had been Beijing's intention to send a PSB group to study matters relating to public order but the Hong Kong authorities had not found this convenient. They still wished to follow this up. It was explained by Commissioner of Police that, as the training facilities for PTU were due to be completely rebuilt and the unit was in the process of moving into temporary accommodation, it was still not convenient to entertain study groups. However once the accommodation problems have been overcome it may be possible to reconsider the request.

In the meantime during a visit to PTS the Chinese side were briefed on the philosophy in dealing with public order situations in Hong Kong and the training procedures and equipment used were illustrated.
