The Chinese side were advised that the question of deportation and return of fugitive offenders was under examination by Government but as this was a very involved and complicated issue no change. had been made in the situation which prevailed at the previous meeting.

Mr. LIU Wen stated that while he understood the legal difficulties involved he considered that there was some need for flexibility in the way Hong Kong authorities handled persons wanted for crimes in China. He explained that a criminal known to be in China and wanted by the Hong Kong authorities could easily be conveyed to the border and handed over to the Royal Hong Kong Police. He hoped that same arrangement could be worked out by which Hong Kong authorities could reciprocate.

The legal difficulties preventing operation of this procedure were further explained by the Commissioner of Police. He undertook to assist the Chinese authorities wherever this was possible within Hong Kong Law.
