I must apologise for the delay in responding to your letter 020/393/14 of 12 November 1985. All the usual feeble bureaucratic excuses.
I enclose a copy of the report prepared by the police on LIU Wen's visit. You will be particularly interested in the short summaries of discussions at Annexes B-J. The Hong Kong press rather overplayed the extent of agreement of fugitive offenders, which, as you know, is a very tricky subject. (We are in the throes of a major study). LIU Wen was simply told that we would do what we could to help within the limits of the law which is what already happens.

As you will see, there was a full and varied programme (not to mention a hospitable one!), which LIU and his colleagues seemed to enjoy. A useful exercise.
