CALL BY GOVERNOR OF HONG KONG, 14/15 MAY 1986

VIETNAMESE REFUGEES IN HONG KONG

POINTS TO MAKE

PARLIAMENTARY DEBATES

1.

Mr Wrigglesworth's debate was very poorly attended. His main point was to urge further resettlement in the UK to

encourage other countries to take more refugees.

2.

to m

We plan to tackle the Home Office in due course on

this difficult question.

3.

Mr Eggar drew attention to Hong Kong's remarkable

efforts in caring for

for the refugees in the camps, and its contribution to the resettlement process.

DEFENSIVE

INVOLUNTARY REPATRIATION (IF RAISED)

5.

Must do all we can to resolve Hong Kong's refugee

problem both by encouraging further resettlement and by trying to shut off the flow. But do not think involuntary resettlement would be politically acceptable here.
