encourage other countries to take more refugees.

efforts in caring for
for the refugees in the camps, and its contribution to the resettlement process.

Must do all we can to resolve Hong Kong's refugee
problem both by encouraging further resettlement and by trying to shut off the flow. But do not think involuntary resettlement would be politically acceptable here.
