Q. General Secretary, you and Premier Zhao Ziyang and

other leaders have said that in the the final

decisions Deng Xiaoping continues to make the major

decisions in China. Now a time will come when

Deng Xiaoping will probably not be able to make those

decisions. Do you think when that time comes there there

will be another single decision maker in China or do you

think the administration and decision making will be

co-operative or more a matter of a small group?

A. Our friend here may know that since 1978 many

important strategic decisions in China were first

initiated by Chairman Deng Xiaoping and these proposals,

these initiatives have been adopted after the general

approval of us all. Since the year before Chairman

Deng Xiaoping started to propose that the Central

Committee of the Chinese Communist Party that he would

like to gradually disengage himself from important state

affairs and he has proposed that I myself and Comrade

Zhao Ziyang should concern ourselves more with important

state affairs and decisions which could be decided after

they have been discussed by the party. In accordance

with the wish of Chairman Deng Xiaoping, Zhao Ziyang and

I myself have taken more responsibility regarding

important state affairs.
