Nearly all of our day-to-day business is conducted with Wang Jiaji, supported formerly by Li Chuansheng, now by (the rather less efficient) Wang Weiyang. In Wang Jiaji's absence, we deal with Lin Zhiyin whose position is anomalous: although, like Ye Shouzeng, described as a Counsellor, he seems to rank below Wang Jiaji in protocol terms. Cai Qiquan occasionally pops up but his role as far as we are concerned seems to be main note-taker during JLG and expert meetings.

We see and know a great deal less of the State Council HKMO members, which is of course how the Chinese want it. Zheng Weirong often leads in expert meetings but access to him outside this context is limited. Ye Huangde has played no role with us in Hong Kong business but I came across him as one of the participants of the AG's lectures in September. There is a gap in our knowledge of anyone in the State Council equivalent to Division Chief. Zhang Liangdong however, as Deputy Division Chief, seems to have an authoritative grasp of the major issues and to play an important role in expert meetings and as side- kick to Zheng Weirong.
