1. During your familiarisation visit in September you asked whether it would be possible to put together a list of the main players from both the State Council and MFA HKMO.

2. There are, of course, the familiar people who have been around since the Hong Kong negotiations. In addition, we find new faces appearing as support staff at expert meetings. It is very difficult to elicit from any of them their role within their organisation. However, I have put together a list, in protocol order of MFA and State Council participants in JLG and expert meetings since JLG I. I have not included experts from other ministries or organisations since their participation is specialised and short-lived.
