Please refer to FCO telno 635 of 7 May 1985. - HRK 020/2 1985 There was a considerable flurry on this issue in the closing stages of the accession negotiations. The end result was acceptance by Hong Kong that the situ- ation had been clarified as far as possible and that the question of access to the EC was a matter between the Community and the Portuguese (see Hong Kong telno 1779 of 21 September 1985) (in this context, you should also see my personal telno of 20 September 1985 to William Ehrman.)

In the course of some research on a different aspect of the Macau problem, I came across copies of correspondence going back to 1980 which suggests that Hong Kong anxieties on freedom of movement for the inhabitants of Macau were conveyed quite clearly, and that the assertion in the second sentence of FCO telno 635 is not strictly correct. I enclose copies of the relevant exchanges of letters.
3. This is for the record only. I am not seeking to revive the issue, although it may attract further comment in Hong Kong when the precise arrangements for the transitional period on freedom of movement of Portuguese nationals are made public.
