on those medium to large enterprises which are of some

national importance and can serve as a model for development in their respective industries or sectors. Efforts made to streamline existing enterprises reflect

the Plan's emphasis on consolidation of growth and

rationalization of resource allocation and utilization.

(vi) Regional cooperation

The Plan divides China into three parts:

eastern, central and western. It is regarded as important

to maintain a-proper-balance between their developments,

which should reflect their respective comparative

advantages.

The eastern part is the most developed and industrialised region of China. It is planned that it should be encouraged to develop new industrial devices and new technologies for initiating new industries or reforming old ones. Foreign technologies would play a

major role in this development process. Skill and

technology intensive industries would be concentrated in

the east, producing high quality consumer products.

The central part would put emphasis on the development of energy and industrial raw materials like

coal, petroleum, mineral ores and construction materials.

In places where local conditions are particularly

favourable, knowledge and technology intensive industries

may also be developed.

The western part is at present least developed.

The Plan calls for attention to be focussed on

agriculture, forestry, animal husbandry, transportation
