communication infrastructure to increase its capacity (see paragraph 11 above).

The Plan acknowledges the long standing problem
-associated with the under-developed tertiary services
sector. Inefficient transportation,-poor information
flow, and unavailability of commercial, financial,
technological and after-sale services have led to economic
inefficiency and wastage besides causing great inconvenience to the general public.

Increasingly liberal economic policies and a
greater degree of privatization are considered essential
in developing the tertiary services sector (such as retail
trade and finance). Under the Plan, state-owned
enterprises will give way to collectives and individual
enterprises operating on the basis of a "contract
responsibility system" or a "leasing arrangement". envisaged that a more developed tertiary services sector would facilitate production and render the economy more efficient in meeting people's everyday needs.
