1. I attach а copy of Hong Kong teleno 646. Hong Kong hope to get Chinese agreement to the revised Government Lease in April/May and hope we can proceed to amend the letters Patent shortly thereafter. I know that you hoped to avoid amending the letters Patent just fem this point, but given Hong Kong's request and the lack of any otherproposals for amendment, I would be grateful to know whether it would be possible to amend the in the timescale envisaged by Hong Kong.
