I enclose a copy of Hong Kong Telno 701 regarding a proposed increase in the number of official members in LegCo. Before we consult Ministers, I should be grateful for your comments.

You will recall that we discussed this issue last October: I enclose copies of relevant minutes and telegrams.

If Ministers agree that Hong Kong's proposal should be proceeded with, then an amendment to Article VI (1) of the Letters Patent would in due course

course presumably be required. I t crosses my mind that such an amendment might usefully be taken together with other amendments

other amendments regarding land disposal in Hong Kong, on which I understand that Mr

has minuted to separately.
