that the Oaths and Declarations

(Amendment) Bill 1986 be read the second time.

One year ago,

this Council enacted a Bill which

introduced the new Legislative Council Oath as

alternative for Members of the Legislative Council who did

not wish to swear the Oath of Allegiance on first joining

the Council. The purpose of that Bill was to ensure as

wide a field of candidates as possible for election or

appointment to the Legislative Council.

The Bill now before the Council has been

conceived with the similar purpose of widening the field

of candidates for appointment to the Executive Council by

removing the mandatory requirement to take the Oath of

Allegiance. It provides in clause 2 for an alternative

form of Oath known as the Executive Council Oath. This is

substantially the same as the Legislative Council Oath.
