(report) BLCC member Fung Wai-kwong (in an interview with Ming Pao): He will propose that the BLCC adopt a ward system to receive residents who want to express their views.

(report) Appeal Court Judge Justice Yang: HK will stand to benefit from studying China's legal system. HK should follow China's example of setting up mediation committee to deal with minor disputes. Such committees, formed by the concerned parties' colleagues and

neighbours, can save a lot of the courts'

time.
